We have to understand that there is a myriad of laws; INA, CFR's; USCIS policy binding memos; internal memos; appeals decisions, court cases, precedent aao decisions, precedent legal cases.
Now; the ac21 memo is a memo that uscis officers have to follow. However; the memo is not in accordanc with INA 245 or AC21.
INA 245 states that a valid and approved 140 is needed for a person to get lawful permanent residency.
ac21 says that a person can change jobs after 485 has been pending for more then 180 days.
The above two things are the law.
In ac21 law; it doesn't say anything about the scenario if 140 is revoked by employer. It is totally silent to it.

Don't know whether you have experienced one or not, but I have, where my close Indian colleagues and friends tell me that there is this big cultural event, arranged by this part of india they belong to (Kannada, Tamil, Telugu, Rajasthani, Gujarati are those that I have experienced) and don't even invite me. It is openly declared what group function is that and beleive me or not, the name India does not exist in thee registered name or throughout the function.
I know it's off the topic but I had to mention this because some people compare themselves with freedom fight and say they are fighting for a cause. We as a country are completely divided in US and many of my american friends are well aware of this fact.
Coming back to cultural events and money collection, it would have been a good amount of collection by now, if there were many different IV portals one for each community, just a thought.
Organizing cultural events does sound like a good idea, but again the problem is "organizing". I volunteered in a few cultural event organizations and know that its hardwork and need many volunteers even in a small city (especially if its a fund-raising type). My understanding is state chapters are crying for members, if state chapters have enough volunteers it would be a good idea.

The problem with these anonymous forums are that anyone can give a suggestion and then do nothing about it (I am guilty of the same sometimes). I am not working in permanent job. I am also in consulting job. I am not supporting the restrictions. I am giving comments. Some comments were not liked by some IV members and they are suspecting that I am anti immigrant from alipac or numbersusa. But I strongly suspect Indian bodyshoppers and consulting companies used big portion of H1bs, and that might be reason for those restrictions. Till 3 months before everything was going well and all of IV provisions were there in the skil bill and strive. But suddenly Durbin bill was introduced and just a few weeks back they sent a notice to Top most Indian companies about H1b. Whatever reply Indian companies give may create more trouble.So something went terriably wrong in past 3 months. Not even one pro legal immigrant amendment in Senate. I am not seeing anyone working seriously except IV. Immigration lawyers are more bothered about point system and family based immigration system.

AC21 doesn't contradict any law. AC21 memo is a real memo. It provides guidance for areas that are not clearly defined. So no point in comparing AC21 memo against the latest illegal memo by USCIS.

Our PDs are close.Mine is jul-06 eb3/I. My family's all 485s had a soft LUD on 03/31/2009 and today 04/01/2009. I am thinking it could be because of 2nd finger print notices for our family.

i graduated more than 10 years ago...with an Engineering degree...i know about the $100-200 merit seats...which were extremely difficult to get. I could have gotten the merit seat in a lower ranked college but chose a better college. It applies to only the top 5% or less of the total applicants. You don't get to the top 5% without spending a small fortune in private coaching ...why... because your regular teachers hardly make an attempt to teach you well...and they are the same ones who make lot more money in private coaching.
Anyways even with the very little $100-200 "almost impossible to get" merit seats there are plenty of other expenses for engineering. This is out of the question if your family is not in lower middle class economically atleast.
ok, I did not take private coaching (not that its relevant to a 3/4 year degree) and we had quite a few lower-middle class students in engineering.
As for poor families - A MCA at IGNOU costs a little over $1000. I'm sure its similar in other distant learning courses too.
